Lazy tail

Is there such a thing as \"lazy tail\"? Paul related to me awhile back that a judge had pointed out to him a wheaten(?) male that had lazy tail. I know that \'wry tail\' is when the bird carries it\'s tail to one side all the time. Is it a concern if a bird is able to lay the tail over to one side or the other(the tail is carried in the center the majority of the time)?
