Ann, have you read the ABC Meet Policy found at the ABC Meets link on this website?    Responsibility for placement of meets has gone back to the district directors.  You need to contact Harold Knapp, and soon, as a notice of the meet needs to be published in a Quarterly Bulletin prior to the entry deadline for the show.
